General Information

Membership
Annual dues of $10.00 are payable at the annual meeting and election on or near October 31, each year.

Handicaps
All competitive golf events depend on the USGA handicap system to assure that each player has a fair chance. For the system to work, you should record your adjusted scores after each 18-hole round. Exception: The Association reserves the right to adjust handicaps for sponsored tournaments.

Weekly Tournaments
Royal Pines Men’s Golf Association sponsors weekly tournaments every THURSDAY morning throughout the year, according to a published schedule. Members must sign up by noon of the WEDNESDAY prior to the day of play.

Cancellations
If you must cancel out, do so as soon as possible by calling the Pro Shop (524-3635) or the Tournament Chairman.

Hole-In-One
As a member of the Royal Pines Men’s Golf Association, your HOLE-IN-ONE in any sponsored event is worth $50.00, when certified by two playing participants in good standing.

Priority on the Course
Two-ball matches should have precedence over and be entitled to pass any three or four-ball match, which should invite them through. A single has no standing and should give way to a match of any kind. If a match fails to keep its place on the course and loses more than one clear hole on the players in front, it should invite the match             following to pass. 

Lifting an Embedded Ball
According to USGA 1994 Rules of golf suggestion in APP.1. an embedded ball, except in loose sand, may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay but no nearer the hole when embedded ball lies anywhere “through the
green”. “Through the green” is the whole area of the course except all hazards on the course

Local Rules
(USGA Rules govern play except as stated below)

Preferred Lies
During the months when the fairways are less than full, a ball may be lifted, cleaned and placed within one club length of its original position in the fairway, no closer to the hole. Balls that lie in the rough or hazards may not be moved. Failure to follow this rule correctly will result in a two stroke penalty. Pro Shop will decide when this rule will be in effect. (Rule 18)

Water Hazards
All ditches, whether marked or unmarked, are considered hazards. Hazards are marked with either stakes and/or lines on the ground. In the event that both markings are present, the line takes precedence. In the event that a hazard is unmarked, all areas below the level of the adjacent ground are considered to be part of the hazard. (Definition – Hazard Rule 26)

Cart Paths
All cart paths, both paved and unpaved are considered immovable obstructions. Players are allowed a free drop, one club length from the obstruction, no closer to the hole. Players must take full relief, both in stance and lie. (Rule 24)

Casts, Mounds & Exposed Roots
Golfers are allowed full relief from all casts and mounds on the golf course caused by insects and animals. Relief is to the nearest point, no closer to the hole. In the event that an exposed root in the rough could possibly damage the golfer’s club, or cause injury to that golfer, the golfer will be allowed to move the ball to the nearest point of relief no closer to the hole. This “root rule” is unique to this course and does no appear in the rules of golf. Therefore, it should be used sparingly. (Rule 5-1)

Out-of-Bounds
 
Out-of-Bounds are marked by white stakes and/or property markers.

Tournament Rules
To participate in the Thursday MGA events all golfers must have the following:
1. Official USGA Handicap or temporary handicap certified by the Pro Shop.
2. Official handicap must be equal to or lower than a 38 as voted by the Tournament Committee.
 
3. MGA dues must be current
4. Membership dues must be current.

Constitution

Article I

NAME The name of the Association is the Royal Pines Men’s Golf Association.

Article II

PURPOSE The Royal Pines Men’s Golf Association is a non-profit organization established to sponsor and promote recreational competitive golf for members of the Lady’s Island Country Club.

Article III

OPERATIONS: Operations will be under the control of a Board of Directors consisting of eight (8) members as follows:

Publicity Director

Article IV

ORGANIZATION: The membership will consist of members in good standing of the Lady’s Island  Country Club.

Article V

ELECTION OF OFFICERS: 
(1) The officers of the Association shall be elected for a term of one (1) year by the members of the Association. 
(2) Vacancies which occur during the term shall be filled by a majority vote of the Board of Directors.

Article VI

PROCEDURE: Roberts Rules of Order shall govern the procedure of all business meetings.

Article VII

FISCAL MATTERS: All Directors will serve without recompense. Funds will be generated by tournament entry fees and membership dues established by the Board of Directors.

Article VIII

AMENDMENTS: Amendments to this Constitution can be made by a unanimous vote of the Board of Directors.

BY-LAWS

Article I

DEFINITIONS
(1) The “Association” shall mean the Royal Pines Men’s Golf Association.  
(2) The “Board” shall mean the Board of Directors of the Royal Pines Men’s Golf Association.

Article II

QUORUM
(1) A majority of the Board of Directors shall constitute a quorum for the transaction of business. Every act or decision done or made by a majority of the Directors present at a duly held meeting at which a quorum is present, shall be regarded as an act of the Board.
 
(2) At a general meeting, the presence of members or proxies of members equal to one fourth (1/4) of the total membership shall constitute a quorum for any action.

Article III

DUES: Annual dues of ten dollars ($10.00) are payable as of October 31. Members who have not paid their annual dues by November 15 will be dropped from the membership roll. Only paid-up members may enter tournaments sponsored by the Association.

Article IV

FISCAL MATTERS: 
(1) The Association will operate on a fiscal year from November 1, through October 31 of the following year.
 
(2) At the end of each fiscal year, the Secretary/Treasurer shall submit a financial report to the Board detailing the receipts, expenditures and cash balance for the year.
(3) Any Board member or member of the Association who creates a financial obligation for the Association without prior written approval of both the President and the Secretary/Treasurer may be held personally liable for the obligation.
(4) Quarterly Board Meetings will be held the first Thursday of each fiscal quarter. Special meetings may be called by the President with at least 24 hour notice to each Board member.

Article V

BOARD OF DIRECTORS
(1) The Board shall be made up of Directors who are members of the Lady’s Island Country Club                                   
(2) All Directors shall be elected by the membership at the Annual Meeting of the Association and shall serve for a one year term. A Nominating Committee consisting of three members of the Association shall be appointed by the President sufficiently in advance of the Annual Meeting to recommend a slate of candidates for the Board. All Directors are eligible for reelection except that the President may not serve for more than two consecutive terms. Elections shall be held at the Annual Meeting scheduled for the first Thursday in November.

DUTIES OF THE BOARD: 
President: The President will call such Board Meetings as deemed necessary and will preside at the Board Meetings and at the Annual Meeting of the membership. He will appoint such committees as are deemed necessary; see that orders and resolutions of the Board are carried out; shall sign all written instruments of the Association and shall be authorized to sign checks and obligations in the absence of the Secretary/Treasurer.
Vice President: The Vice President shall act in the place of the President in the event of his absence, inability or refusal to act and shall exercise and discharge such other duties as may be required of him by the Board. He will also serve in the capacity of Tournament Director in that person’s absence and shall provide whatever assistance is necessary in helping the Tournament Director to carry out his duties.
Secretary/Treasurer: The Secretary/Treasurer shall record the votes and keep the minutes of all meetings of the Board and of the members, and shall serve notice of meetings of the Board and of  the members. He shall receive and deposit in appropriate bank accounts all monies of the Association and shall disburse such funds as authorized by resolution of the Board, shall sign all checks of the Association, keep prepare books of account and shall prepare a statement of financial conditions to be presented to the members at the Annual Meeting
Tournament Director: The Tournament Director shall be responsible for but not limited to the following:
(a) Arranging and scheduling Association tournaments.
(b) Specifying the type of tournament to be played.
(c) Specifying the rules of play and the pairings or teams.
(d) Notifying the members of forthcoming tournaments, the starting times, and the arrangements of the field.
(e) Determining the prizes that are to be awarded. Prizes will normally be pro-shop credit; however, annual championships may have additional trophy prizes.
Handicap Director: The Handicap Director shall be responsible for posting the scores of all members who play in tournaments sponsored by the Association.
Publicity Director: The Publicity Director shall be responsible for publicity and promotion of Association events and activities
Rules Chairman: The Rules Chairman shall establish local rules where necessary. His decision in establishing and interpreting these local rules shall be final.

Article VI

TOURNAMENT PROCEDURES
A.  The Association sponsors regular weekly tournaments each Thursday throughout the year. Sign-up sheets will be posted in the club house. Members must sign up by noon on Wednesday prior to the day of play. The tournament format, rules and pairing will be determined by the Tournament Director and posted prior to play.
B.  All score cards must be returned to the Tournament Director at the end of play in each tournament.
C.  Association tournaments will be played using full Association handicaps. The Tournament Director and Handicap Director will jointly assign a handicap to any new member who desires to play in an Association tournament and who has no established handicap.
D. Entry fees for Association tournaments will be established by the Board of  Director
